Slide 8:  Production Data Conversion Data Conversion Summary • Enrollment records converted from three prior academic years 06-07, 07-08, and 08-09 through September 10, 2009. SSID’s assigned to all student enrollment records statewide by the 06-07 school year • Data conversion from State Reporting and Records Transfer System (SRRTS) transferred 99.5% of the enrollment data to CALPADS  Follow up Data Conversion Process • On November 5, 2009, follow up data conversion effort recovered approximately 44,000 “missing” enrollment records statewide. These records originally rejected to due to overlapping enrollments with other LEAs San Diego CAG, Slide 8
Slide 9: Data Conversion Summary  Follow up Data Conversion Process (continued) • Some LEAs requested a new (replacement) SSID for their missing enrollment record. A MID may now exist for this record  Data conversion and UAT process identified some converted enrollment school start dates were not in “sync” with local SIS environments  Student program tracking differed between SRRTS and CALPADS. LEAs must submit CALPADS program records for all open enrollments San Diego CAG, Slide 9
Slide 10: Data Reconciliation Summary  Reason local enrollment start dates must be synchronized with the CALPADS data: • Student school start date is part of the CALPADS enrollment record operational key • Operational keys: - School of Attendance - SSID - Student School Start Date • All three data elements are required to locate and update an enrollment record in CALPADS San Diego CAG, Slide 10
Slide 11: Data Reconciliation Summary  October 5, 2009 Data Reconciliation Memo recommended two approaches: 1. Utilize your SIS vendor data reconciliation tool if available 2. Slide 12: Performance Issues Update  Key Performance Issue • System performance issues - Session timeouts, slow response, application errors • Causes  Data center infrastructure configuration issues • High volume of data reconciliation extracts and enrollment submissions creating higher than normal database requests and contention • Web and application server low-level system errors which generated slow system response and dropping LEA sessions San Diego CAG, Slide 12
Slide 13: Performance Issues Update  Key Performance Issue (continued) • System performance resolutions - Database server change – increased memory - New ODS backup database – improved extract and report processing - Web server load balancing change – improved distribution of web traffic - Web and Application server change – adjusted code level compile options to eliminate server errors San Diego CAG, Slide 13
Slide 14: ODS Reports and Extracts Update  ODS extracts and ODS reports utilize the ODS backup database  ODS backup database is replicated each night and reflects the prior day’s data submission updates  This approach eliminates database contention between LEAs assigning and updating enrollment data and LEAs reporting and extracting large volumes of data from CALPADS  State Data Center backup processes were impacting ODS backup replication process. Issue has been resolved San Diego CAG, Slide 14
Slide 15: 14 Day Rule Update  14 Day Rule Overview • When CALPADS detects a CCE, the system counts 14 calendar days starting from the CALPADS creation date of the new enrollment record or the student school start date whichever is later • If the CCE continues to exist after 14 calendar days, the system transfers enrollment ownership to the receiving LEA and no longer counts a CCE against this LEA • The system continues to count a CCE against the sending LEA until the LEA exits the student San Diego CAG, Slide 15
Slide 16: 14 Day Rule Update  14 Day Rule Status • In response to LEA requests when CALPADS went “live”, the 14 day rule was disabled • Existing CCEs continue to grow for LEAs enrolling incoming students that have not been exited from their prior LEA • Receiving LEAs are unable to submit and post student information updates in CALPADS for existing CCEs • To support Fall 1 certification, the CALPADS 14 Day Rule will be enabled on November 30, 2009 San Diego CAG, Slide 16
Slide 17: 14 Day Rule Update  What will happen when the 14 Day Rule is enabled? • Existing CCEs older than 14 calendars will be processed and CALPADS enrollment ownership will be transferred to the receiving LEAs (first day this process is enabled) • No LEA enrollment data will be changed or impacted by this process • No LEA enrollment submissions or data reconciliation activities will be impacted by this process • CCEs will continue to exist for the sending LEAs • Receiving LEAs’ enrollment records will be cleared of a CCE anomaly and the LEA can post a student information records San Diego CAG, Slide 17
Slide 18: Fall 1 Certification Schedule Update  The CDE understands the challenges LEAs face using CALPADS: • New data submission processes and business rules • New local data practices to support new business rules • Changes to local SIS environments to support CALPADS data submission • CALPADS environment issues impacting LEA processing San Diego CAG, Slide 18
Slide 19: Fall 1 Certification Schedule Update  Fall 1 Certification Date Extension • The CDE will extend the Fall 1 certification date to January 15 to provide additional time for LEAs to complete the Fall 1 certification processes • Amendment window will be adjusted to January 15 – February 12 • Superintendent O’Connell will be sending a memo to all superintendents informing them of the revised dates San Diego CAG, Slide 19
Slide 20: CALPADS – Your Next Step  Start or complete the data reconciliation activities • This process will align CALPADS student school start dates with local enrollment school start dates • Work with your SIS vendor if they provided a data reconciliation tool  Data reconciliation activities do not impact other CALPADS activities San Diego CAG, Slide 20
Slide 21: CALPADS – Your Next Step  What if I don’t complete data reconciliation first or at all? • Batch updates to out of sync SSID enrollment records will reject until the student school start dates are aligned between your local SIS and CALPADS • Online enrollment updates will not be impacted • Online data reconciliation is recommended for low volume of record changes (e.g., less than 100 records) San Diego CAG, Slide 21
Slide 22: Fall 2 Update  Status Update • Due to Fall 1 implementation and operations impact on LEAs and CALPADS technical resources, Fall 2 implementation and data submission schedules are being revised • Fall 2 production implementation will not occur this fall. Proposed schedule under review would start Fall 2 production in the spring using a March 1, 2010 census date • Planning underway to begin Fall 2 UAT in December • Selecting LEAs to participate in the UAT San Diego CAG, Slide 22
