And I always respond "By providing good quality content and gaining backlinks!" Quality content is always the first step. This is not to suggest that a fully developed web site is required for implementation, but some level of development is good. It could in fact be the boost needed! You should also be optimized to receive site hits that can build and create a community (forum) that responds to your information, while also responding to your offers.
