By attending, you will have the unique opportunity to interact and network with an audience comprised of military, government, academic, and private sector leaders with titles such as: • • • and Defense Dear Colleague, Biometrics for National Security TM 2nd Annual February 9 – 11, 2009 Washington, DC Metro Area The collection of biometric data is an essential process for national secu rity, as well as peacekeeping and stability operation s across the globe. Soldiers and Mari nes, for example, have managed to collect an impressive figure of over 240,000 records for inclusion in the Department of Defense worldwide repository. This collection has resulted in a subs tantial watchlist of individuals who may have plans to attack our nation, our troops, and coalition forces. Biometric data collection also enta ils identity management initiatives . Because of the sensitive nature of individuals’ biometric infor mation, there is a strong need to assess and deploy identity management capabilit ies across all government agen cies and services. Government and defense programs such as US-VISIT, NGI, BLADE (Biom etrics for Logical Access Development and Execution), and the BOSS-R and BOSS-U are in need of the latest biometric technologies and solutions. IDGA’s 2nd Annual Biometrics for National Security and Defense provides the venue to discuss requirements, opportunitie s, and capabilities in a focused, professional setting. This event is your chance to meet key decision-makers and technology expe rts who will shed light on what the government’s next steps are to secure our nation and estab lish peace and stability abroad. IDGA’s 2nd Annual Biometrics for National Security and Defense will: Explore the challenges the biometric s community is facing in order to • Prese obtain tactical solutions nt data management needs of key government agencies and servi • Shed ces light on requirements for cost-effe ctive, deployable biometric solut ions Don’t miss this great opportunity to network and forge new part nerships and solutions with your peers. Slide 3: Biometrics Technologies Focus Day Biometrics Technologies Focus Day Monday, February 9, 2009 Get up-close and personal with experts in biometric technologies. Learn in a classroom-style setting about the latest advancements for multi-modal biometric solutions such as: • Face authentication • 3D face recognition • Optimized database searches 8:00 am – 9:00 am 9:00 am – 10:00 am Registration & Coffee Improve training, testing, and evaluation practices for biometric solutions! biometrics can serve as a key solution Examine the future requirements for and capabilities of biometrics and identity management solutions Biometrics Education: Preparing the 21st Century Workforce Today’s society is increasingly wary of potential threats and expects the government, industry and academia to provide the highest level of safety and security. An initial step in that process is to examine the current capability of Higher Education in the United States to meet the future demands for qualified 21st century scientific and management workforce. This presentation will outline current educational efforts in DoD, academia, and professional organizations to develop curricula standards and enhanced certification programs for biometrics and identity management professionals. These collaborative efforts worldwide will effectively support the evolving needs of the nation’s future security workforce. How you will benefit: • Enhance your knowledge on potential security threats and how • What will be covered: • Enhanced certification programs for biometrics and IdM professionals • Current and future capabilities for the data management workforce Session Leader: Dr. Michael T. Yura, Former Senior Vice President, National Biometric Security Project, West Virginia Operations 10:10 am – 11:10 am Discover how to “prescreen” face databases for faster, more efficient operations! Learn from technical experts about performing optimized database searches Understand the significance of 3D face recognition as another mode of biometric screening Biometric Algorithms for 3D Face Recognition Three-dimensional face recognition has the potential to identify a person at long range with a minimal amount of cooperation. For 3D face recognition, we present an end-to-end face recognition system that is intended as a step toward practical implementation for very large scale gallery datasets. Attendees will be presented with a two-stage approach, in which an efficient localized matching algorithm is first used to prescreen and eliminate the majority of possible matches. In the second stage, the remaining small set of candidate matches is then processed with a more computationally intensive and accurate full data set match. How you will benefit: • Discover in detail the parameters for accessing large databases • • What will be covered: • Processes for extracting features from 3D faces • Methods to align and match 3D gallery and probe faces • Pre-screening face databases and why this process is important Session Leader: Dr. Mark W. Koch, Sensor Exploitation Applications Department, Sandia National Laboratories 11:15 am – 12:15 pm 12:20 pm – 2:20 pm Lunch Optimize your surveillance operations with robust face recognition architectures! selective learning for (co)training from labeled and unlabeled exemplars. How you will benefit: Obtain an in-depth review of solutions to occlusion and disguise scenarios • Understand the process behind face authentication and face detection • Face Authentication Using Recognition-by-Parts, Boosting and Transduction The working hypothesis for the (large) face recognition evaluations carried out so far has not been particularly concerned with the possibility that subjects would seek to deny and/or foil their true biometric signatures. Face recognition, however, can be severely hampered among others by occlusion and disguise. This session addresses such challenges using a novel recognition-by-parts architecture suitable for reliable and robust face recognition. The session leader will discuss the architecture as model-free and non-parametric, and the conceptual framework draws support from discriminative methods using likelihood ratios. At the conceptual level it links forensics and biometrics, while at the implementation level it links the Bayesian framework and statistical learning theory (SLT). Delegates will learn about suggestions for augmenting and enhancing the scope and utility of the proposed architecture for tasks related to face surveillance (from CCTV) and tracking, spatial temporal data fusion and modality/sensory integration, change and outlier ("intrusion") detection, and What will be covered: • A novel recognition-by-parts architecture suitable for reliable and robust face recognition • Discriminative methods using likelihood ratios that support the facerecognition architecture • Methods to augment and enhance the scope and utility of the architecture necessary for face surveillance Session Leader: Professor Harry Wechsler, School of Information Technology and Engineering, George Mason University 2:30 pm – 4:30 pm Designing algorithms able to recognize individuals matched against a large database is a challenging task. Many vendors, however, claim perfect large scale recognition when their system is tested on a relatively small dataset. Then they project that the same holds true when the system is operated with large scale datasets. However, in order to do so an objective large scale performance measure is needed. This work suggests a new measure called empirical biometric recognition capacity as a measure of ability of a system to operate on large scale datasets. The presented method finally allows an objective comparison of large scale performance of systems in the development as well as test phases. As a result, recognition systems can be tuned and optimized for their large scale performance requirements in the field. Enhance your large-scale face recognition systems! How you will benefit: Learn a new objective measure of large scale recognition performance Learn what is required to evaluate the empirical capacity of an arbitrary biometric recognition system • Understand the significance of the new measure • • Predicting Performance of an Arbitrary Biometric Recognition System What will be covered: • A new efficient measure of large scale performance • How to interpret the values • How to apply the new measure in practice for evaluation of the performance of an arbitrary recognition system Session Leader: Dr. Natalia A. Schmid, Department of Computer Science and Electrical Engineering, West Virginia University 3 To register call Sherryl at 416-597-4710 or email sherryl.jacobs@idga.org
