Slide 12: Pastoral Secret #7 Guide the Budget Development Process • Make sure the process is one that fits the personality of your church • Make sure it has credibility factors built-in • Make sure it is consistent with your church’s vision and values • You get much more from what you inspect than what you expect!
Slide 13: When your people own the vision of the church, they will give to support its mission. People will support what they believe in no matter the cost.
Slide 14: Process Step A Develop Annual Vision & Mission Statements Involve Leadership Group Review/Evaluate/Revise Annually Make sure it reflects both who you are as a church, as well as any changing opportunities or circumstances within your congregation Communicate it well and often Let people own it individually
Slide 15: Process Step B Each committee member must personally embrace and be committed to: - the church’s mission and vision - the principles and practices of stewardship - the church’s leadership They should be asked to affirm this commitment every year before acceptance on the Budget Committee
Slide 16: Process Step C Attended by the full Budget Committee, the leaders of every group or committee who will be submitting requests for funding, the Senior Pastor, the Church Administrator (if any), Chairperson of the Official Board, and all members of the Pastoral Staff Senior Pastor reviews the church’s mission and vision statements Senior Pastor highlights any changes, new opportunities, new ventures, and sets the direction for the church Budget Committee Chairperson clarifies the process Ask for report from each leader present evaluating their former budget, and their faithfulness and effectiveness in fulfilling it Board Chairperson makes observation and suggestions
Slide 17: Process Step D Each Committee Develops Plan • Evaluate their own former efforts for effectiveness • Determine direction consistent with church’s vision • Review each prior budget item, and determine whether it should be kept, adjusted, or dropped • Consider a “Sunset Law” – if we didn’t have it, would we start it? “Enough interest, support and purpose? • What new ministries or projects should be added? • Determine 3 levels of needed support and establish priorities for each level
Slide 18: Process Step E Each Committee Leader Submits Budget Requests • Follow the time schedule set by the Budget Committee • Include statement with each item designating how it will be used to help fulfill the church’s mission • Indicate when the funding for each item will be needed during the year, either lump sum or payments • Include all 3 levels of requests, and indicate the priorities for each level • Clarify how the budget has changed for their committee, both in items, amounts, and priorities

Slide 20: Process Step F Interview Each Committee Leader The full Budget Committee should set a schedule for interviewing each committee or group leader as relates to their budget requests, priorities, and why these requests should be granted. Specific attention should be given as to how these requests will relate to and help the church fulfill its mission and vision, as well as how they relate to the other ministries of the church.
Slide 21: Process Step G Consider the Church’s Income Potential Review records of prior years giving, and how and whether the budgets were met Forecast income potential – be realistic Consider: Church health – stagnant, growing, exciting, discouraged? new? Stewardship teaching – sufficient, well-received, New people – new believers or transferred in?
Slide 22: Process Step H Final Decision on Budget Budget Committee determines final budget recommendations considering each of the 3 levels submitted by each committee or group. Some committees may receive level 3 requests, and some others may receive level 1 or level 2 requests Budget Committee submits 3 levels of requests to the Official Church Board, with priority justification for each level. The Official Church Board or the congregation (Depending on church policy) makes the final decision on the budget, and its priorities
Slide 23: Process Step I Present the Approved Budget • Use a vision-casting format • Consider an annual all-church dinner • Tie budget directly to the church’s mission to create ownership • Feature reports by each committee or group leader on last year’s successes and effectiveness, and their forecasts for next year’s plans and ministries • Featured speaker is the Sr. Pastor, who casts the vision and direction of the church, gives an overall “State of the Church” address, and encourages involvement and support
Slide 24: Process Step J Ask the People for Their Support • Follow your church’s policy on commitments of support • Encase the challenge for support in the form of an opportunity for Kingdom building and eternal values • Never leave a challenge hanging – give people an opportunity to respond, even if silently
Slide 25: Process Step K • • • • Follow Through Continue to do things throughout the year that promote good stewardship health Recast the vision often Give progress reports monthly (pulpit and/or bulletin, & newsletter) on how the vision is being fulfilled – use some brief highlight from each committee or group Move up the levels of the budget as additional funds are received, and let the people know!
Slide 26: Process Step L Keep In Mind Different generations give for different reasons People find significance in giving for something of eternal value Use the budget process to clarify and involve your people in the church’s mission and vision This will help grow your people in their personal commitment to stewardship principles and practice This will involve your people in the support of your church’s ministry objectives
