Slide 11: Looking back to 2008, the turbulence of the global financial market caused by the subprime crisis in the United States has resulted huge pressure on the global service outsourcing market. As an important measure for enterprises to reduce operation costs and improve the working efficiency, outsourcing has became a critical weapon for the enterprises to defeat the economic recession. Therefore, as a "counter-cyclical" industry, the current economic adjustment would bring greater outsourcing demands.
Based on traditional business models, business services outsourcing is a multi-national production organizing model that the enterprise takes the value chain management as a base, outsource or sub-contract its non-core business to other service providers through the contract, so as to improve the production factors and resource allocation efficiency. As an irreversible trend of today's new round of global industrial revolution, the global service outsourcing market still owns a bright development future in the long term. Similar to the global manufacturing industry’s transfer from Europe to USA, from USA to Japan and Korea, then to Taiwan China and Southeast Asia, and then to China mainland since 90's of Twentieth Century, in view of the popularization of internet and telecom technology, the service industry is experiencing the same changes as manufacturing: transferring from high production cost area to low-cost regions, a large amount of white-collar jobs are also transferring, and "Service Outsourcing" has become the keyword of the globalization wave. At present, China still stays in the infancy period in accepting outsourcing business from multinational companies, only accounts for about 5% of global market share. 2008 China Service Outsourcing Industry Brief
According to statistics from Chinasourcing website, up to the end of 2008, there are a total of over 4,000 service outsourcing enterprises in China; with over 330,000 employees, and more than 450 enterprises obtained various international certification. In 2008, affected by the decrease of external demand caused by the appreciation of RMB and the global economic downturn, China's service outsourcing industry growth rate dropped from 40% of three years ago to below 30%, and the offshore outsourcing market is about 2.58 billion dollars . Gartner released the 2008 Top 30 IT outsourcing destination countries list, China, Brazil, Russia, India are all listed and continue to be the primary choices for European and American countries to outsource IT business. But new IT outsourcing countries like Mexico, Poland and Vietnam also stand out from the crowd and challenge China together with other old outsourcing countries.

Focusing on operation pressure of outsourcing enterprises, the central government as well as local governments of domestic outsourcing base cities and demonstration parks released more active policies to help enterprises to go through the relatively difficult market phase.
On February 2009, “Response from the General Office of the State Council on the
Promotion of Service Outsourcing Industry" promoted the development of service
outsourcing industry to the national level, clearly stated "take the promotion of
service outsourcing industry development as an important measure to boost structure adjustment, change the way of foreign trade development as well as increase employment opportunities for college graduates", and offered
comprehensive industry policy support on taxation, employment, and market development etc.
According to the industry plan of Ministry of Commerce and relevant departments, within 5 years (2009-2013) , the country is striving to establish a group of service outsourcing bases with industrial agglomeration and certain international competitiveness; to promote 200 well-known multinational companies to transfer their outsourcing business to China; to cultivate 2000 large and medium-sized service outsourcing enterprises with international certificates; to train 1.2 million talents for service outsourcing; to add one million employment of college graduates; up to 2013, to realize 30 billion dollars of international service outsourcing business, 4 times of 2008.

Eight Opportunities for China’s Outsourcing Industry in 2009 China had gained a series of advantages on undertaking the global outsourcing business: first of all, Chinese government has successively released policies and measures to construct a favorable policy environment. Government's strong support Recently the General Office of the State Department issued Reply to Problems on
the Promotion of Service Outsourcing Industry Development. It approved to
designate 20 cities including Beijing to be China's service outsourcing demonstration cities, and would implement a series of supporting measures in the 20 cities. At the same time, during the economic downturn, China's economy shows its flexibility, especially its 10 measures to stimulate the economy, as well as the background of "industrialization and information integration" " rural areas informationization", the China market would become more appealing to multinational corporations who will thus further increase investment in the China market, and strengthen cooperation with Chinese enterprises and governments in the field like software outsourcing. Industry integration brings industrial agglomeration effect Outsourcing needs agglomeration effect. Small, scattered situation has been bothering the Chinese outsourcing companies for years. It is expected that by the end of 2009, the market proportion of regional market of Dalian, Beijing and Shanghai will drop to 71.2 percent, while in 2004 the number is 87.6%. The client is a global leading automobile electronics company specializing in engineering and manufacturing products for mobile media systems that include audio, video, satellite-linked navigation and connectivity solutions. With more than 30 overseas subsidiary companies in over 10 countries, the client is the automotive specialist for premium sound systems and vehicle navigation for both aftermarket and OEM factory installations.
With the development of product digitalization, the client’s software development has expanded substantially in quantity and required higher quality.
